Early Learning Coalition of Duval

The Early Learning Coalition of Duval (ELC) is committed to helping Jacksonville’s early learning and child care programs offer high quality services to ensure our children enter school ready to read and succeed.

ELC of Duval strives to accomplish this by administering the state’s free Voluntary Pre-Kindergarten (VPK) program; providing support and technical assistance through the Quality Connections program to child care providers; funding School Readiness Assistance (child care subsidies) through the Jacksonville Children’s Commission; promoting and maintaining the quality rating system, Guiding Stars of Duval, that evaluates child care centers based on a 5 star scale; and by operating the Child Care Resource & Referral network to offer information and connections to all the child care options and resources for all families in Duval County.
